The UAE's Personal Data Protection Law (PDPL) and sector-specific regulations from the Central Bank of UAE, the TDRA (Telecommunications and Digital Government Regulatory Authority), and ADGM require that certain types of data — particularly financial data, health records, and government data — be stored within the UAE or in approved jurisdictions.

When to Choose AWS

Azure is also the dominant choice for UAE government and quasi-government entities, largely due to Microsoft's strong local presence and established relationships with UAE government bodies. Azure has the most UAE-specific compliance documentation and certifications, which simplifies regulated sector deployments.

When to Choose GCP

Google Cloud is the strongest choice if your workloads are heavily data analytics, AI, and machine learning focused. Google's data analytics tools (BigQuery), AI platform, and Kubernetes capabilities (Google invented Kubernetes) are industry-leading. For UAE businesses building data-intensive products or AI-first applications, GCP offers genuine technical advantages.

GCP is also worth considering if cost is a priority — Google Cloud tends to have competitive pricing, especially for compute-heavy workloads, and their sustained-use discounts are applied automatically without requiring any advance commitment.

The Multi-Cloud Reality for UAE Enterprises

Many UAE enterprises end up using more than one cloud provider — Azure for Microsoft workloads and enterprise applications, AWS or GCP for development platforms and AI services. This is a legitimate strategy but adds management complexity. If you are migrating for the first time, pick one primary provider and build expertise there before expanding to multiple clouds.
