Pakistan's IT Export Revenue Hit $3.2B — How to Start Your Own Tech Services Firm

Pakistan's IT export sector has crossed $3.2 billion — and that number is growing. Behind that headline is a very large number of individual developers, small agencies, and mid-sized firms earning foreign exchange by delivering software, design, and tech services to clients in the UAE, USA, UK, Europe, and beyond. If you are a skilled tech professional in Pakistan and you have thought about starting your own firm rather than working for someone else, this guide is for you.

Why Now Is a Good Time to Start

Several forces are converging that make 2026 a good time to start a Pakistani tech services firm. International demand for remote development teams has never been higher — companies in the Gulf, Europe, and North America are actively looking for reliable development partners in markets with strong English skills and competitive rates.

The payment infrastructure has also improved dramatically. Payoneer, Wise, and several Pakistan-specific fintech solutions have made receiving international payments much simpler than it was five years ago. PSEB (Pakistan Software Export Board) registration gives you access to tax incentives and official recognition that makes dealing with international clients easier.

📈

Pakistan's IT exports grew from $2.1B in 2022 to $3.2B — a 52% increase in three years. The government target is $5B by 2027. The market opportunity is real and expanding rapidly.

Step 1: Register Your Company in Pakistan

You have two main options for company registration in Pakistan: a sole proprietorship (simplest but provides no liability protection) or a Private Limited Company (Pvt. Ltd.) registered with the Securities and Exchange Commission of Pakistan (SECP).

For any serious tech services firm expecting to work with international clients, a Pvt. Ltd. is strongly recommended. It separates your personal assets from the business, makes dealing with corporate clients easier (many international companies will not contract with a sole proprietor), and is required for some PSEB benefits.

SECP company registration costs approximately PKR 3,000 to 10,000 in government fees and can now be done online through the SECP e-services portal. Legal assistance typically adds another PKR 20,000 to 50,000 if you use a company secretary or lawyer.

Step 2: Register with PSEB

PSEB (Pakistan Software Export Board) registration is free and gives you access to significant benefits — most importantly, income tax exemption on IT exports (currently 0% under the IT Export Policy), priority support from government institutions, and official recognition that helps with international client credibility.

PSEB registration requires your SECP incorporation certificate, NTN (National Tax Number) from FBR, and business bank account details. The process takes 2-4 weeks online. This is one of the highest-return administrative tasks a new Pakistani tech firm can complete.

Step 3: Set Up Payment Infrastructure

Getting paid from international clients is the practical bottleneck that stops many Pakistani freelancers from scaling into a proper firm. Wire transfers to a Pakistani business bank account work, but are slow and expensive. The better approach for a new firm:

  • Payoneer Business Account: Accept payments from clients anywhere, convert to PKR, withdraw to your bank. Most popular option among Pakistani IT exporters
  • Wise Business: Multi-currency account that lets you receive payments in USD, AED, GBP with a local account number in each currency — excellent for Gulf clients
  • Direct bank transfer: Once you have a proper Pvt. Ltd., a business account at Meezan Bank, HBL, or UBL can receive international wires — slower but most professional for larger contracts

Step 4: Find Your First International Clients

The hardest part of starting an IT services firm is not the registration — it is getting the first few clients that prove your business works. The most reliable paths for a new Pakistani tech firm:

Your existing network first. Former colleagues who have moved abroad, university contacts working at international firms, LinkedIn connections — these are the warmest leads and the fastest path to first revenue. Do not skip this step to go directly to cold outreach.

Staff augmentation partnerships. Rather than competing for end clients directly, partnering with established augmentation firms in the UAE or UK as a delivery partner gives you a reliable stream of work while you build your own client base.

Upwork and Toptal for initial credibility. Despite lower margins, landing a few Upwork projects with 5-star reviews builds social proof that makes direct client outreach far more effective.

What Services to Specialise In

The most successful Pakistani tech services firms are not generalists — they have a clear specialisation that makes them the obvious choice for a specific type of client. The services with strongest demand from UAE and Gulf clients in 2026:

  • React / Next.js frontend development and full-stack web development
  • Mobile app development (Flutter / React Native)
  • AI integration and LLM implementation for business applications
  • DevOps, cloud infrastructure, and managed hosting
  • Fintech, e-commerce, and marketplace platform development
